Bond Oversight Committee

Westminster Public Schools: Bond Oversight Committee (BOC)

Purpose

The purpose of the Bond Oversight Committee (BOC) shall be to become familiar with the Westminster Public Schools bond program and project list, monitor the progress of the improvements being made, and ensure transparency by reporting the status of the program to the Board of Education.

Responsibilities

To fulfill its purpose, the BOC shall:

  • Monitor Progress: Meet three to four times per year with the district’s program management team to review project progress to-date.
  • Site Inspections: Participate in scheduled site visits to observe construction and renovation milestones firsthand.
  • Schedule Review: Review any significant revisions to the master schedule of projects with the program management team.
  • Board Reporting: Formulate and present an annual status report to the Westminster Public Schools Board of Education regarding the progress and financial standing of bond projects.
 

Membership & Governance

  • Composition: The BOC shall consist of five to eight voluntary representative members of the Westminster Public Schools community.
  • Expertise: It is preferred that members represent a broad background of professional interests, such as:
    • Financial Management
    • Information Technology
    • Development / Construction
    • Architecture / Engineering
    • Facility Operations
    • Education
  • Advisory & Oversight Capacity: The BOC serves in a strictly advisory and oversight capacity to provide the community with independent assurance that bond funds are spent intentionally and effectively.
 

Sunset Provision

The committee will sunset (formally dissolve) following the final completion of all designated bond projects.

Meetings are held from 3:30-5:30 PM at Westminster High School, Room C-120.
